Because small locals are grappling with succession planning and the engagement of young workers, who can be reticent to apply for positions because they lack experience and knowledge about these roles and the union movement. Because the participation of members in small locals is decreasing and the Union must bolster member engagement. |

The Union of National Employees will in 2026, ensure that the computers purchased by UNE are retrieved by IT services (IT) when they are periodically replaced or at end-of-life, and be offered to locals before being transferred or sold to a third party. In addition, following the adoption of this resolution, ensure that IT or the department in charge keep a register of these computers so that, upon their retrieval, their files are cleaned up and they are updated before being transferred to another user.
Because many locals don’t have large fund reserves; Because the computers have been paid using member funds; and Because using a computer has become essential to managing locals and the personal information of members. |

Because food insecurity is increasing in Canada and this organization provides food donations to food banks across the nation; Because each year, these organizations provide sustenance to a growing number of participants; and Because members of the UNE are losing jobs and losing net income because of the high cost of living and are likely to be required this kind of service and assistance. |

The Public Service Alliance of Canada and The Union of National Employees will jointly campaign for legislated changes to the Public Service Superannuation Act to include IPGHD allowances as pensionable income.
Because employees of Parks Canada Agency (PCA) working at Isolated Post locations receive Isolated Post allowances under the Isolated Posts and Government Housing Directive (IPGHD) set by the National Joint Council (NJC) to compensate for increased cost of living at Isolated Post locations; Because allowances received under the IPGHD are separate from regular pay and not treated as pensionable income; and Because discounting IPGHD payments from pensionable income disincentivizes PCA employees from staying with the agency until retirement, and disproportionately impacts lifelong residents of Isolated Post communities who are often Indigenous, |

The Union of National Employees will develop an online membership portal on par with that of the PSAC for tracking and processing members' reimbursements and expenses, and for members to submit their reimbursement claims
Because an online portal will improve transparency around the UNE's finances and reimbursement policies; Because a online portal system will allow both UNE members and staff to keep track of payments owed to members; and Because members have experienced delays and inconsistencies in processing reimbursements from the UNE in a timely manner, which disproportionately affects members who live with financial insecurity. |

The Union of National Employees will increase the financial threshold at which a local must have its financial statements audited by a chartered accountant to $50,000; and The Union of National Employees will also ALLOW locals whose income or annual expenses are lower than this threshold to utilize internal audit mechanisms that have been approved by its members.
Because the annual obligation of having financial statements audited by a chartered accountant results in sizable expenses for locals; Because many locals have limited budgets, and these expenses can hamper their ability to provide services to members; Because it is possible to manage the finances of locals in a rigorous and transparent manner via internal mechanisms when the amounts in play are modest; |
